Tests should be runnable on the production build of the code

Bug Description

Right now, tests are only runnable against the developer version of the code. Once https://code.launchpad.net/~teknico/juju-gui/bug-1078910-serve-app-statically/+merge/138212 lands, it will be the static "debug" version of the code that runs tests.

We need to be able to run tests against the production build as well, so we can verify that our minified and aggregated code still works as we have tested.
