Toolbar buttons become clickable after enabling an extension

Bug Description

Normally, when you open the preference dialog, the toolbar buttons aren't clickable. However, when you turn on the "FileManager", "Devhelp", "Browser preview" or "Terminal" extension, then they become clickable even if the preference dialog is still open. They will stay that way until scratch is restarted.

I added a video of the bug.
