Bug Description
Current puppet site manifest creates an external bridge and interface on compute nodes. An external bridge (br-ex) and external interface (i.e. eth0) should only be created on nodes running quantum l3_agent (Controller Node and future Network Node).

I am able to reproduce this bug. The compute nodes also have the br-ex bridge created with an interface assigned to it.
