Better depmod handling

stage1: Do not sanitize anything in /lib/modules. We can assume the module trees in neale-kernel are sane.

stage2: Look for /lib/modules/*/modules.order. If it exists, parse through it, compare to initrd modules tree, and build appropriate replacement for initrd. Copy modules.builtin if exists.

finnix-netboot-server: Ditto.
