1) can you reproduce this bug ?
2) if so than please define the steps to reproduce it ?

The errot can't reproduce, The error was present when you had a facebook chat in empathy and you lose your network connection. Sorry I don't know if the error was fixed or if the bug has another causes

I can confirm this bug. In my case I have the VPN down through which most accounts I access (Facebook, gtalk, icq). When empathy starts it immediately eats up 100% CPU (telepathy-gabble) and continues to do so even if I set it to offline.
An strace on the telepathy-gabble contains polls and empty receives only:
