Updater download progress is very erratic

Bug Description
The download progress is very non-linear. I've had the downloaded amount go from 1005MB to 988MB, back up to 1007MB then to 1004MB, and the total changes too.
Those things are hard to show in a screenshot, but the attached shows what should be an impossible situation.
