No 24-hour format in log in screen

Bug Description
I've made a fresh install of elementary OS Beta. I've selected the language Esperanto, which by default uses 24-hour format (and doesn't even include “AM” or “PM” strings for 12-hour format). When I boot my machine, the log in screen shows a clock, which currently says 6:43 (although it's actually 18:43). I know it's supposed to say “6:43 PM”, but the Esperanto locale doesn't support it. Instead, the log in screen should use the language's default hour format.

Seems to be the same issue although the user needs are different. The greeting screen should respect the user's time settings.
