Place window with multiple outputs isn't working

Bug Description

In 2 monitor setup. 1 internal 1600x900 and 1 external(over HDMI) 1920x1080. Side by side(smaller on left) and top/bottom(smaller on the bottom).

Place Window sends new windows to different outputs.

Example:
   (Using compiz config, configure Window Placement to be Placement Mode: Pointer and Multi Output Mode: Use output device with pointer)
  Move cursor to monitor 1
  Open Synaptic from Dash
  (gksu opens on the second output, witch is contrary to configuration)
  Enter the password
  (Synaptic opens in the second monitor)
  Drag Synaptic window to the first monitor
  Click Reload
  (Reload window opens on the second monitor)

And so on and so forth.

Tried:
Use output device with pointer
Use output device of focused window

Results not uniform. The new window pops up on a different output then the pointer, the focused window.

Changing Placement Mode does not help at all.

Compiz versions affected:
1:0.9.8.4+bzr3412-0ubuntu0.1
and
1:0.9.8.6-0ubuntu0.1-test1

No errors in the logs.
