Bug Description
1. Open System Settings>Universal Access.
2. Turn High Contrast on.
3. The Language Support icon doesn't switch to a black and white icon like it should.
I discovered that the HighContrast theme is missing a bunch of symlinks. I reported that to GNOME but it likely won't be fixed until GNOME 3.8 but we'll probably be sticking with GNOME 3.6 this cycle.

The attached patch uses the same icon that GNOME's Region & Language panel uses (which the old icon symlinked to anyway).
