Reloop does not work if current play position is before loop-in point

Bug Description
Latest lp:mixxx/1.11 r3497
How to reproduce:
* Play a track
* Set Hotcue 1 early in the track
* At a later part in the track, play a loop/loop-roll
* Exit the loop and continue playback
* Past the loop, set Hotcue 2
* Hit Hotcue 1, then Reloop -> Button lit but playposition does not change
* Hit Hotcue 2, then Reloop -> Works as expected

This will be a change in behavior over all previous versions I think. I wonder if anyone relies on the loop not immediately enabling?
I could imagine a use case like setting a loop active as a safety net so the song doesn't go past a certain point (e.g. into a breakdown) while the user is doing something else. I don't want to make it configurable unless we get complaints though (to avoid option overload in the preferences) so we can just wait and see if anyone doesn't like it.
