workspace-switcher icon should not fallback to "folder"

Bug Description

1. Install gnome-theme-standard
2. Open System Settings>Appearance and change the theme to Adwaita
3. The workspace-switcher icon changes to a generic folder (the same as used for the Files icon in the launcher)

The code for this is in http://bazaar.launchpad.net/~unity-team/unity/trunk/view/head:/launcher/LauncherIcon.cpp#L361

This behavior happens in any theme that doesn't happen to provide that icon (in other words, any theme that the developers didn't explicitly code for Unity). We cheat and patch HighContrast so that it inherits from Humanity so HighContrast isn't affected.

The correct way to get a fallback icon is to ship your icon in /usr/share/icons/hicolor/ or /usr/share/icons/gnome/ not /usr/share/icons/Humanity/

seems not to be happening with the latest version of unity in raring. The workspace icon didn't change for me at all.

On raring the workspace icon is taken from the Unity theme.
