can not unlock top panel in Luna

Bug Description

I have dual monitors of different resolution. The dual monitor work great except the Application menu in the top panel when opened overlaps both screens. If I can unlock the top panel, I thought I could move the Application menu item to the right enough to allow room for the opened menu to remain within the boundries of the one monitor.
