After starting Unity, Alt+F2 does not open the command lens

Bug Description
After starting unity, before doing anything else, pressing Alt+F2 opens the dash in the home lens, not the comment lens. I expect the Alt+F2 keyboard combo to produce the same results (open the command lens) every time - regardless of whether it's the first thing we do after starting Unity or not.
This is causing the following autopilot test to fail:
unity.tests.
