main menu should be locked by default and locking should mean undeleteable

Bug Description

Quoting from: http://www.livejournal.com/users/gerald_duck/136062.html

# If you remove "Application" or "Computer", it's not obvious how to get them back.

As a consequence I think that locking the main menu applet on the bar by default
should be done and locked applets shouldn't be removable without unlocking them
first.

upstreams think that's not a good idea and have closed the bug. Could you read
the upstream comments and let me know if you agree with that ?

It looks like they're investigating many possibilities currently.

I'm not certainly any specific one will help; but I won't know until I see it in
action.

For now I shall defer to the GNOME UI people.

right. I'm closing the bug here if you don't mind, upstream is the right place
to discuss about that.

I'm not going to reopen this yet, as it doesn't seem like the right bug exactly, but I still have the problem with the floating and unlockable menu bar on Feisty, and I think it should get attention. This bug is pretty old, if it's the same one. I'll try to look at the upstream.

i have reported this night Bug #144318 which is quite similar (as Sebastien Bacher pointed out) and i have given a few suggestion about the way to improve that situation in my report (i.e. to create a submenu with configuration options to suppress direct access to these menu entries)

Thanks for your work, i will watch this bug report !
