UNIX permission strings are recognized as URLs.

Steps to reproduce:
1) stat something
2) observe the bug

it is because the text starts with `/`.

all text that start with `/` or `~` are recognized as uri's.

Then the regexp should match "<separator character here>/"... sequences instead, and only match "~/"... for home folder files.
