Spinning vinyl widget doesn't obey tooltips-only-in-library option

Bug Description
Happens in 1.11 r3485: when the tooltips option is set to "On (only in library)" the spinning vinyl widgets (if displayed) still show their tooltips. (Turning tooltips off works as expected, however.)
