Bug Description
When you close all the windows in expose, the desktop keeps blocked/unusable unless you press the "ESC" key.
How to reproduce:
1. Open a few windows
2. Open expose mode
3. Close all the windows
4. ???
5. Bug
You'll see that you cant clic on Plank, Slingshot nor Wingpanel.

If I use Gala with desktop manager like xfce4-desktop or nautilus in desktop mode, and no running window, the Gala gather window function disappear the desktop and reappear after at least one window is running and using gather function again.
My suggestion is blocking gather effect if no running window to show.
