Icon for Minimize action missing from metacity-theme.xml

Bug Description

The default theme for Elementary is missing an icon resource for the Minimize window control. If the control is enabled through dconf on Gala, the control is added to all windows but is invisible due to the missing icon(s) in /usr/share/themes/elementary/metacity-1/.

The problem can be resolved by adding the following named files to the aforementioned location:

minimize-normal.svg
minimize-hover.svg

Modifying the metacity-theme-3.xml should be done as well to properly reference the icons and to aid other theme developers in the future.

I have submitted a sample xml and icon set for your reference.

I think this needs to be fixed, one thing is to drop the minimize button and not show it by default,
but don't allow a user to minimize windows using a button, something essential for the most of the users, it's very serious.

As a linux distribution, the users needs to be allowed to change what they want to adapt the OS to thier needs. This makes a significant amount of users to not switch to Luna.

After each update of elemenatry theme, I have to manually edit the metacity-theme-3.xml
