It is unclear to me how this is a duplicate of bug #1252484, I have latest versions of package duplicity (0.6.21-0ubuntu4). I am having the exact same problems as the OP.

It's complicated. Bug #1252484 introduced a problem with your backup set. A chunk of data is missing. So now when you try to restore, you see this exception.

There is a fix in Ubuntu 13.10 (in package duplicity 0.6.21-0ubuntu4.1) but it won't stop you seeing this exception on restore. It will just prevent future backups from missing data chunks.
