Bug Description

The relation-get command returns 0 unconditionally, even when the requested relation id or unit does not exist.

For example, in a debug-hooks session:
root@mew-lxc-db-0:/var/lib/juju/units/db-0/charm# relation-get - xxxxxxxx/1
Code<UNKNOWN>: Unknown Error
root@mew-lxc-db-0:/var/lib/juju/units/db-0/charm# echo $?
0
