Support UTF-8 metadata for live broadcasting

Bug Description

Currently we encode all metadata provided to libshout in latin1. This makes accented and foreign language symbols look garbled.

After talking with libshout developers, the recommended option for us is to allow the user to choose the character set. For codecs like MP3, icecast2 will assume the metadata is in latin1. Users will have to configure their shoutcast servers to support utf-8 metadata but at least this lets the user deal with the configuration instead of not being able to do it.
