Plank doesn't switch displays until restarted

Bug Description

On a dual monitor system, after changing the monitor settings and placing the launcher on another screen different from the default, Plank is still shown on the same screen.
Moving the mouse on Plank's icons, anyway, shows the tips on the correct monitor. Also maximizing the windows on the monitor where Plank should be, hides Plank on the other monitor.

Hey Claudio,

I get this bug as well. Killing and restarting plank seems to work, but obviously that's not desired. I marked it as invalid on Files (that's our file manager app) and assigned it as a confirmed bug for Pantheon Dock, which is our patched version of Plank.

This is not a high priority bug.

@cassidyjames: With which version did you confirm this? (full actual package version)
