apport-gtk & cli don't open LP crash reports

Bug Description

Atm in 13.04 crashes seem to upload to some db (whoopsie?) rather than open a Launchpad report.
I haven't found any docu as to whether this is intended or not.
Editing /etc/apport/crashdb.conf will allow LP reports to be opened as in the past. If this is not intended or desired then I'll restore crashdb.conf to orig. & just let whatever happens on crashers happen
The edit I've used - on line 22 added 'Crash'

Don't quite see this a dupe of no apport LP reports on LibreOffice crash bugs in a 12.10 release as this is 13.04 & the question of this bug concerns whether it should be doing so in 13.04 on ANY .crash
(& easily enabled to do so thru the .conf edit

I believe that crashes should still go to launchpad in development versions (i.e. raring 13.04 currently), so it sounds like this is a legitimate problem.

Bryce - I'm not sure this is an issue anymore, certainly /etc/apport/crashdb.conf has changed quite a bit.
I'll give it a quick test to d. check, I think I know something that'll cause a crash, (you guys have a good job of eliminating crashers this cycle.

If apport opens a Lp report then I'll mark as invalid & apologizes in advance for not following up on recently..

Produced a crash in Videos (totem) & it offered a LP report, so marking invalid
