Serials: Copy templates should allow staff to set default values for copy stat cats

Copy statistical categories are not available in the serials copy templates form. This is problematic because our consortia have a number of required stat cats that are easily overlooked when adding copies for serials.

Our consortium has some required statistical categories. Because the serials item template does not include these fields, if a staff user selects an item to edit, they must add these values individually or to apply a separate serials template. This is inefficient and can be confusing to users. Serials templates should include the same fields as regular item templates.

This problem is still relevant in EG 3-9.

The same is true for our consortium. It would be helpful to have the stat cat included in the copy template.

Bumping this since this has come up for us again and I don't see that it's been resolved in 3.11--someone please confirm? C/W MARS has required statistics.

Tested on Terran's bugsquashing server (3.11+)

I can verify that this is still an issue. I selected the Admininstration--Serials Administraton--Serials Templates-->Create Template. The template interface still does not include the statistical category attribute.

This is a significant concern for our system.
