Bug Description
Starting with Ubuntu 12.04 and still in 12.10, Compose+'+c is producing "ç" rather than the expected "ć".
This is throughout the various toolkits. Locale is set to en_CA.UTF-8, which should derive the compose settings from en_US.UTF-8. Keyboard layout is "us".
