info needs UTF-8-Support

Bug Description

There is no real UTF-8 support in info.

Reproduce (you need the locale on your system) with
  env LANG=ru_RU.UTF-8 info dpkg
as opposed to
  env LANG=ru_RU.UTF-8 man dpkg

I don't know whether this also affects native info pages.

UTF-8 support in the info reader wouldn't be terribly useful, because the
texinfo format does not support UTF-8. There are other man page readers which
do support UTF-8, though.

I disagree with Matt here. The info pager tries to display man pages, and
therefore it should do so correctly. Either it should be able to handle UTF-8
output from the manual page toolchain in UTF-8 locales, or else it should not
attempt to display man pages at all.

I certainly wouldn't mind if info(1) didn't read man pages anymore. It's
basically a pager in that role, and not a very nice one either.

I definitely don't think it makes sense for us to try to fix the texinfo stack
to support UTF-8
