Minimized windows are kept attached to a workspace

Bug Description

Ubuntu 12.04 LTS 32-bits
Unity 5.16.0

Description:
When you minimize a window, it remains assigned to its original workspace. That means that if you switch workspace and then restores the minimized app, the workspace changes again.
I'm not sure if this is necessary. The Launcher is a space common to all workspaces, and I tend to think about minimized apps as IN the launcher and not ON a workspace.

What I expect:
The app restores at the same screen position, some size, but in the current workspace.

What I get:
The app restores on its original workspace, forcing a workspace switch.

This goes against the established design, and I suspect would annoy more people than it helps.

If the behavior is expected and designed, then I'm OK with it.

I'm starting to use Unity as a production environment, and there are things that make "noise" in my workflow, but I can't be sure if I'm biased by previous experiences or there are actual concerns on usability.

About this one: I'm trying to wrap my head around a normal user experiencing with mutiple desktops for the first time, and the minimize-thing is a tricky one:

On one hand, Launcher apps and minimized apps are very similar, users might expect a consistent behaviour (the app reattaching to the current workspace).
On other hand, a minimized app has already been attached to a workspace, and I agree with you that perhaps is not a good idea to change this (since the user has already a way to reorder apps on workspaces).
