Bug Description

A visual design is available in the "notifications popup" folder of the shared GUI Google Drive: https://drive.google.com/a/canonical.com/#folders/0B6l8lFdCRvtqTjkxSUI4dFZzVDg as of this writing.

UX details are minimal "fade after 8 seconds" but available in slide 2 of https://docs.google.com/a/canonical.com/file/d/0BwQq-CeM0YioZGV5TS1sU3hvaFU/edit.

8s sounds quite long, I think the notification should start to fade after 4 seconds.
The whole thing should be clickable. Once clicked it should open up the errors listing for the specified service.

  for an example (the Extended version of the service block pop-up). An alternative (work in progress) would be the current "charm panel" showing this type of information.
