[submittodebian] Add flag to allow disabling of Patch E-mail Template

Bug Description

I'm sure the template in submittodebian is for good purpose but for contributors who are familiar with how to explain a patch it just adds a small burden to have to delete the auto template message each time we use this wonderful tool to send stuff upstream.

Maybe some sort of flag to override like submittodebian -e (e for expert or -t for no template please)

Your request sounds plausible. I wouldn't want to call the parameter --expert, because "expert" doesn't tell me what I have to expect. In contrast, --no-template would be clear to me.
