Galaxy Tootshed installation error

Unable to install new tools via admin - toolshed - search and browse toolsheds - galaxy main toolshed - browse valid repositories - bam2fastq (as an example) - preview and install - install to local galaxy

Does not work - various errors -

IEX 8 - 'page not found'
Firefox - The resource could not be found.
No action for /admin_toolshed/prepare_for_install
Same for the test toolshed in Firefox
