Limitations section for Quantum is wrong when it comes to use_namespaces=False.

http://docs.openstack.org/trunk/openstack-network/admin/content/ch_limitations.html < if you run l3 + dhcp services on the same node use_namespaces needs to be True if not you get conflictions with routes on the same machine.

Packets will go in on the dhcp interface but leave on the l3 interface which is bad.

It's already noted in the config docs:

Should probably be updated elsewhere where this is affected as well.
