implement server side data sanitization

To allow for a more opt-out approach to which data is sanitized instead of the default opt-in (which can leak information) we should implement server-side data sanitization so that the sanitization rules can be centrally manged by sentry and don't depend on what each project decided to implement on the client side.

This also avoids duplicating sanitization code and makes auditing easier.
