Long blank dropdown selection

I found this bug while selecting a format in Libre Office, it displays a long blank dropdown selection. I thought it was bug on Libre office but it also exists in other applications as well. That bug can be also found when correcting a word on Chrome when user right click for suggestion it displays a long blank selection.

Sorry for the screenshot, I cannot take screenshot while on Selection, I just don't know why.

Reproduced using LibreOffice Writer Save As dialog.
What happens: when opening a combo box with lots of possible options (combo should drop down with all options from the current mouse cursor location) where the list would not fit between the current mouse location and the bottom of the screen, the list is opened with the first item being selected at the current mouse pointer location, but with enough blank space above it to accomodate all options in the combo area opened, if scrolling down to the last option.
