Seems impossible currently to use Intel integrated graphics (Sandybridge in my case) alongside discrete card, regardless of whether BIOS is configured to allow this. Integrated graphics do not show up as VGA compatible in lspci when discrete card is connected, leading me to believe this may be a low-level issue -- but works fine on same hardware configuration in Windows.

You have to manually configure X in this case to use both devices simultaneously (so long as the BIOS doesn't hide the igfx when a dgpu is plugged in). In raring, though this should start to work semi-automatically using nouveau with PRIME.
