Add tooltip for colors in Palette

Bug Description

Using pinta-1.5-preview-20121103 on Windows XP I see there was added tooltip for color palette, bug #988172. Now I have been thinking that it would be excellent to add tooltip on colors inside Palette. So when user moves cursor to one of the colors from palette the text something similar to: "Left click to select primary color, right click to select secondary color." should appear. For beginners this would be an excellent tip.
