Doesn't retain custom window shortcut

Bug Description
Steps to reproduce:
1. Go to System Settings
2. Go to the Keyboard applet
3. Go to the Shortcuts tab
4. Go to the Windows group
5. Select Maximize Window Vertically
6. Press ALT+F3 for the shortcut
7. Close System Settings
8. Verify that the shortcut works
9. Reboot, login
10. The shortcut no longer works, and is not shown as set in System Settings

In fact, I can't reproduce it exactly this way 100% reliably. Sometimes it sticks around, usually it doesn't. Trying again just now, but logging out instead of rebooting, it stayed, but the System Settings show that there is no shortcut for Maximize Vertically (but the shortcut does work). Rebooting after this logout-only trial kept the shortcut working, but not displaying in System Settings.
