G-code exporter shouldn't create empty drillmill files

Bug Description

Currently, the G-code exporter creates a G-code file for drillmilling, if drillmilling is enabled, but there's no drill big enough to be drillmilled on the board. The file contains all the headers and stuff then, but no machining operations.
