Bug Description

Whenever someone writes "bug X", where X is a number (possibly prefixed with "#"), Malone should make the text a link to that bug

Whenever someone writes "bug X", Malone should make the text a link to that bug. These examples should all work:
bug 628
bug 628
BUG #628
bUg 628
                                                          bug
628

It may make sense to implement this at the same time as bug 628.
