This seems to be a needed feature since Music will mark some titles in my library as not being present until a rescan is manually selected. I was going to create a new bug for that but if this one is resolved I believe that music showing as missing despite not moving and already being imported would be resolved.

Noise does not read musics from the music folder sometimes ,and sometimes it treat music file as a ghost
It can be played from the folder by click right button and play with noise but it does not appear from the library list or Que

Still does not monitor library for me in Freya. however I no longer have a menu option to rescan music folder. The only way for me to update my library is to "import to library" However https://bugs.launchpad.net/noise/+bug/1069834 is still an issue there.
