This is happening:

1. On everytime i boot ubuntu
2. Whenever i try to install new packages

The error in your log was:

/var/lib/dpkg/info/passwd.postinst: line 19: /usr/local/bin/getent: No such file or directory

This indicates that you had a locally-installed 'getent' command under /usr/local/bin on your system that conflicted with the system 'getent' command. This is not a bug in Ubuntu.
