I believe this is a duplicate of:
#1068994 button1 gets stuck after a while
Since this mimics the behavior of that bug where items in the launcher and dash can be selected by not launched.
Can you please see if once you get it into this state, can you launch anything from the dash or open indicators? If not, then please mark this as a dupe.
