ERROR 8 for Individual Report with show non existant photo selected

Choosing "Reports, Individual" and then clicking "Download Report" with all options at defaults gives the following error

seems to happen because there are no photos to show for this individual

Happens on the demo site for Release and SVN. However, even with an image it throws the error. On my prod and SVN systems it only issues the error when there is no picture.
