better message when failing to start ssh

Bug Description
If bzr fails to start an external ssh, it just gives an error
WindowsError: [Errno 2] The system cannot find the file specified
It should say what command was being run.

This was fixed when Andrew Bennetts refactored the code to move to different 'SSHVendor's. It now says: integration
$ BZR_SSH='' PATH='' ~/bin/bzr log $BZRB/jam-
bzr: ERROR: Don't know how to handle SSH connections. Please set BZR_SSH environment variable.
At least it doesn't give a "cannot find the file specified".
