Bug Description

The inotify-tools package, imported from Debian, has an incorrect Build-Depends line in its control file.

In Ubuntu, the kernel headers are in the linux-headers-generic package. Not linux-kernel-headers.

Here is a debdiff for that. I changed the kernel version to >=2.6.20 since feisty is the first release with inotify-tools.

Maybe there should be a feisty-update because there is no binary of this package in feisty.

Looks good, except that the Depend should also include linux-headers-386, linux-headers-powerpc, linux-headers-server etc - as there does not seem to be a meta package to cover all of them!?
You _could_ use "linux-headers" for Build-Depends, but this is a virtual package and therefor you could not use a minimal version number.
Does this make sense?
Would it make sense to have a meta package linux-headers, just like with "linux"?

Well... I tried it without any headers and it builds without problems. Does this package really need it?
inotify.h is already in libc6-dev!
