Bug Description

After the blueprint (https://blueprints.launchpad.net/dash-privacy-interface/+spec/dpi-dynamic-link) that discribe we sould have have link to be opened, some link have been implemented:
* legal notice (opening file:///usr/share/unity/6/searchingthedashlegalnotice.html )
* dashboard ubuntu-help page (opening help:ubuntu-help/unity-dash-intro )

but missing a link to open
* setting/privacy (sould open help:ubuntu-help/privacy-something or system-setting on the privacy tab)
