Bug Description

For other distributions, which do not use the patched gnome-control-center panel that Ubuntu ships, it is useful to disable building the preferences panel for the Control Center. There should be a configure switch to disable that (useful for packaging) and an automagic dependency so that the Control Center support is built if it is detected.
