Students need to be able to change sections in CanDo

When a student clicks on the CanDo link after selecting a section in the Gradebook that does not have competencies setup, they see this:

Not Found
The page that you are trying to access is not available

Please note the following:

    You might have misspelled the url
    You might be trying to access a non-existing page

This is confusing for them and the only way to navigate out of this is to:

1. Click the Gradebook again.
2. Select the section that does have skills associated with it.
3. Click CanDo again.
