dnscache-run and associated packages are useless

Bug Description

Very easy to recreate on a Precise server:

#apt-get install dnscache-run

#cat /etc/resolv.conf
nameserver 127.0.0.1

This is useless as it is, as now nothing ever gets resolved.

#reboot

#cat /etc/resolv.conf
nameserver 8.8.8.8
nameserver 4.2.2.1
nameserver 8.8.4.4

No point in having a dnscache running if it doesn't do anything.
