Discuss when to forward patches to Debian and/or upstream

I've been doing some review of the old wiki-based packaging guide looking for things we are missing. We have a discussion of this topic there. We should decide whether the packaging guide is an appropriate place for this discussion, and if so find a place to work it in.

We have it in exemplary form in http://developer.ubuntu.com/packaging/html/fixing-a-bug-example.html but I agree that it'd be good to have it, maybe even as a separate knowledge base article if there is enough content.
