Bob, what do you mean by "does not display top bar" ? If it is the fact that it is integrated in the top panel ("global menu"), this was intended.
I noticed I can't "save as" when chosen from the drop-down menu, but I can use the shortcut shift+ctrl+S
Can you confirm this works for you?

Ok, I just witnessed the top menu disappearing when opening a text document. It is not completely consistent, but often the menus are not here when hovering the pointer on the panel. Minimising and restoring the window makes it come back. However, I couldn't reproduce the "save as" problem but witnessed it yesterday.

Ok, we might have two bugs here:
- For the global menu disappearing, is it only when opening a document from Nautilus, and does minimising + restoring fix it? If so, it's Bug #1064962, and you should mark it as affecting you
- About the the "save as" having no effect, I have witnessed it but I am not sure how to reproduce it. Do you have a a list of steps to follow in order to reproduce this bug? And when it happens, are you able to use the shortcut effectively instead (shift+ctrl+S)?

It is truly random and doesn’t matter if I open a new write document or an existing one. sometime changing the focus and then coming back to the document will wake it up.

As is the "save as" it appears (most times) in the "file" menu but when clicked on nothing happens. I can do shift/ctrl/s and the dialogue box on where to save it will appear.

Also all of the shortcuts under "file" are always grayed out but work.

Sorry folks, but as part of the bug clean up ahead of 16.04 I'm marking this as invalid because it affects an Ubuntu release which is now unsupported. If you can still recreate this bug in a supported release please do open a new bug and we can triage it for consideration in the 16.04 development cycle.
